What can the assessment cover?

The assessment is tailored to the property and the accessible water system. Depending on the agreed scope, it may consider:

• The hot and cold water supply, storage arrangements and accessible outlets.
• Showers, little-used outlets and potential areas of stagnation.
• Relevant water temperatures and existing control measures.
• Information about occupancy, vacant periods and previous maintenance.

Risk assessment and water testing are different

HSE guidance explains that landlords must assess and control Legionella risks. For domestic hot and cold water systems, routine laboratory sampling is not usually required, and the law does not require a “Legionella test certificate”. Review the assessment periodically and when relevant circumstances change; there is no fixed annual or two-year review interval prescribed by law.

An assessment does not guarantee that a system is risk-free or replace ongoing management. Any sampling, remedial work or continuing monitoring should be discussed separately.
